does anyone know of a free program that would allow me to dub over a video?

hmm thats a good one I know several programs that will do it but free ones.  You might was to see was the build in microsoft movie maker will let you do.  I know that is standard on all pc with windows ME or later.

Built in Movie Maker will do it...  It must be a compatible format tho, or made yourself.  if you have a video input card, you can easily do it.  they start at 25 bucks at newegg.com
